Upstream is not responding and this add-on seems to be abandoned so I'm 
closing this bug.

Desired Crtl+Tab behaviour can be configured by opening "about:config" and 
setting 

    browser.ctrlTab.previews = true

There is a great related add-on:

    https://github.com/ttaubert/customizable-shortcuts

That would be nice to package instead.
