Bug#423458: Package implementation

I create source package for dnscap. You can find it at
https://github.com/lafeuil/dnscap
It provide 6 new packages :
dnscap
dnscap-dev
dnscap-plugin-pcapdump
dnscap-plugin-rssm
dnscap-plugin-template
dnscap-plugin-txtout

I have built with pbuilder and there were no error.
Tell me if you find error.

It would be nice if this package is integrated in Debian.
