Throttle is a bandwidth limiting pipe. It functions somewhat like 'dd', copying standard input to the standard output. However, it also has the ability to limit the 
bandwidth to a specified maximum rate (e.g., 1 Mbps).

Hi,

The upstream project was declared dead in the bug log in 2014. The URL given
as the upstream URL now returns a 404 error.

I am closing this bug as it will not be possible to package this in Debian.
