I think that if you packaged that ruby-buff-* stuff you better push
them th alioth because Jordan Metzmeier (a man who filed ITP for
ruby-buff-ruby-engine and berkshelf) has disappeared somewhere and he
does not reply mail for a while, so we can consider that he is not
working on them now.
