berkshelf for chef cookbooks is like apt for debs.

 - it widely used in usual chef workflow
 - i plan to maintain it inside ruby-pkg-extras

There are two ITPs for berkshelf. I suggest you two talk to each other
about co-maintaining it, maybe inside pkg-ruby-extras. In the meantime,
I'm closing 787164, given that the other ITP was filed earlier.
