Bug#602092: Important team changes

Hi,

Many changes are currently in progress in our teams. Further packaging
efforts will be coordinated within the Electronic Structure Library
Initiative of CECAM (http://esl.cecam.org/), which is now where the
hot stuff happens for us, and my involvment will be different.

In order not to prevent other people from packaging APE
independently, I'll thus close this bug. If there is still no package
when the new team is ready, we'll open a new ITP bug.
