Peter, you can assume GPL licensing for this. Please keep in mind that its not really supported anymore - I don't have much time these days. I will however answer questions if you have any - at least I will try as its been a while.

I'm looking to package this perl module for Debian but there doesn't 
seem to be any licensing information provided on CPAN. Any chance you 
could clarify on this?
