Bug#772087: RFP: psk31lx -- ncurses based application for PSK31

I'm the upstream for psk31lx, so if you have any problems, please feel
free to contact me.
Hansi, DL9RDZ, and I used it as the PSK engine for twpsk. Hansi has
dropped the projects, but I still maintain them. Recently I changed it
to use pulseaudio and added a ncurses "waterfall".
