The LICENSE file itself is for a 2 clause BSD license, like the rest of the PGObject* modules have I've looked at so far; while the README file and the module itself currently have the 3 clause BSD license (including this as the third clause: "Neither the name of Chris Travers's Organization nor the names of its contributors may be used to endorse or promote products derived from this software without specific prior written permission.").
