serienbrief is a GPL 2 licensed Perl program that can be used to create form 
letters from LaTeX sources in a convenient way. It's actively maintained. The 
program's homepage is http://nasauber.de/opensource/serienbrief/

Gentoo has been including the program in it's package repository (portage) 
since 2006. Perhaps you Debian guys also want it ;-)
