Bug#751104: Initial cmst packaging

Howdy,

So I was checking out connman a little bit ago and found cmst as well, so I 
packaged it.

I don't expect I'll be using connman long, so I'm not really looking to be the 
maintainer, but threw what I had up on collab-maint in case someone else wanted 
a starting point.

If you'd like the repo space, just take it (though a ping would be nice), and if 
you'd like to use this as a starting point, just swap out my name in all places 
for your own.
