I am going to adopt this package, since cminpack is needed for the next
starlink-ast version.

Is there a reason that the library package is called libcminpack1.0.90
and not libcminpack1 and would you object if I change this with a
transition? As far as I could see, cminpack has actually no reverse
dependencies, right?
