pencil upstream is dead, and in the current shape (last tarball is dated 2009) is unfit for release. Nevermid, somebody made a fork, called pencil2d http://www.pencil2d.org https://github.com/pencil2d/pencil I'm going to open an ITP bug for it, since I'm interested in this software.
