Bug#695850: libteam

Dear László and Vincent,

Thanks for your help and interest in "libteam" package.  Lately I
pushed some changes and summarised things that are left to do in
"TODO.Debian". I already asked Jiri (upstream) regarding most concerns
expressed in TODO and while we're waiting for his reply please feel
free to check "libteam" and share your feedback.

Unfortunately my abilities to test are still limited due to time
constraints and limited access to multi-homed hardware so any testing
that you could do is much appreciated.
