Bug#721441: O: hlbrw -- assistant to help make new rules to HLBR

The project HLBR was abandoned and the software has several bugs. It should
not be used on current networks (upstream recommendation)[1].
The HLBRW code is ok but is useful to HLBR only. The HLBR was "orphaned"[2].
Thus, I am leavingthis package.
PS: I am an upstream of the HLBR and HLBRW.
