Log::Dispatch::FileWriteRotate functions similarly to 
Log::Dispatch::FileRotate, but uses File::Write::Rotate as backend, thus 
interoperates more easily with other modules which use 
File::Write::Rotate as backend, e.g. Tie::Handle::FileWriteRotate or 
Process::Govern.
