Description : git command for submitting changes to gerrit

git-review provides a git command that is useful for submitting changes
to gerrit. It handles setup tasks, such as installing the commit-msg
hook and the gerrit remote. It warns if one is submitting multiple
changes at once and handles a clean rebasing on the target branch before
submission. It can also download a change from gerrit into a local
branch for ease of review.
