Is it allowed to have a permanent release critical bug against a package? If so, would that allow a freenet package to be added to unstable but never migrate to testing or stable? The text for the release critical bug could be "Freenet is not ready for a stable release". I don't know whether such a thing would work or is even possible or allowed under Debian policy.
