For updates about this ITP you can send a message to the mail address of
the bug, in this way anyone interested in plowshare in Debian can check
the status, so my recomendation for the person who wrote you about
packaging plowshare for Ubuntu is to send a message there ;-)
I guess the last status of the package is that Daniel is working on
these recommendations [1].

I am currently finishing college tasks, and I've couldn't work on packaging Plowshare, I'll be free next week to continue the task.
however, if anyone wants to help is welcome, in the repository [1] can be found the last version.
