It will be GNU/kFreeBSD only, as the porting efforts for Linux have never gone very far, from what I have seen. I am not sure about the limitations compared to the native OpenBSD version. At minimum, my tests have shown that it can be built and run on Debian GNU/kFreeBSD and that a simple session with a default route works as intended.
