I did consider this approach; however these libraries are managed as separate components (and as such released separately) and I wanted to align to the upstream project as much as possible. They are not really useful outside of jenkins so will not be installed into the normal java library location (/usr/share/java). As they are all quite simple and with the maturity of packaging automation now present in maven-debian-helper I believe this to be the best approach.
