Bug#624440: RFA: upstart -- event-based init daemon

As I don't actively use upstart anymore I request an adopter for the
upstart package.
Ideally the package is adopted along with libnih, which is a library
package used by upstart.
A RFA bug for libnih will be filed separately.
The package description is:
upstart is a replacement for the /sbin/init daemon which handles
starting of tasks and services during boot, stopping them during
shutdown and supervising them while the system is running.
