This is currently in the Debian Perl repository. The only obstacle is 
the following:

 TODO: Need to check against CVE-2010-2761, CVE-2010-4410, CVE-2010-4411

These are essentially the recent exploit against CGI and CGI::Simple. I 
would really like to do this check but I won't have time for a while.
Therefore I am giving other interested parties a chance to look at it.
