Unfortunately, the preliminary package is not terribly helpful: it is a packaging of version 0.8.2 of the validator (current version is 0.8.6), and it does not work because of all the missing dependencies (Perl modules which are (were) not available in Debian). A new packager would gain nothing from this preliminary package, and can as well use the version currently in Debian as a base.
