NLopt is a free multi-language library for solving nonlinear 
optimization problems (minimizing some function over many parameters,
possibly with nonlinear constraints), callable from 
C/C++/Fortran/Python/Guile/Octave.

Most likely you will need a libnlopt package with the .so, a 
libnlopt-dev package with the headers, and libnlopt-python/guile/octave 
packages with the python/guile/octave plugins, respectively.

PS. The Python OpenOpt library, which is already packaged for Debian, 
uses NLopt for several of its solvers in the latest upstream version, so 
an NLopt package will be needed in Debian to take advantage of this.
