I already have a package available for rome.
You can get it at http://mentors.debian.net/debian/pool/main/r/rome/rome_1.0-1.dsc.
A Vcs for this package is available at http://git.debian.org/?p=pkg-java/rome.git

Please review the OSGi metadata for this package. I borrowed
the data from the Fedora packages.
