AFAIK,
http://code.google.com/p/gettext-commons/
is the same project as
http://xnap-commons.sourceforge.net/gettext-commons/

which is already packaged in debian as
libgettext-commons-java 0.9.6-1

You can work on the new upstream version inside pkg-java SVN repository :
svn://svn.debian.org/svn/pkg-java/trunk/libgettext-commons-java/
