Bug#279422: license nemo_app

Hi!

Concerning my little application (re)named nemo_app.py in the packaged, being originally published on aspn.activestate.com, it falls under the Python license:

> Code that was deposited before July 15, 2008 on aspn.activestate.com shall be governed by the Python license(http://www.python.org/psf/license/) in accordance with the Python Cookbook agreement.

I hope it is compatible with the NLTK license requirements.
