Bug#543841: Adopting giflib package in debian

Dear Daniel, Toshio,

I saw that giflib has been orphaned recently in Debian, and as I am a
user of that library thought it would be good packaging exercise for me
to adopt it.

My humble use of giflib is available here:
http://boats.berlios.de

During this week-end, I started importing the latest 4.1.6 package and
current debian specific files, and fixed various tidbits around.

I am now in the process of uploading to mentors and seeking a sponsor to
effectively become a maintainer for giflib.
