Hi Guys,

Since there hasn't been any news on this ITP is it OK if I upload the 
sphinx package?

It's already done, you can look/test it here:
deb http://arcadia.timisoara.roedu.net/sphinx ./

It's heavily influenced by the work Marco did on the Ubuntu package, 
with some fixes from me.
