Because it's not really suited as such -- new upstream release with lots
of changes, lots of changes in the Debian packaging as well; that's a
bit invasive for a QA upload.
And I would need to find a sponsor, and these guys tend to be
(rightfully) rather picky about the issues I haven't fixed yet:

So I just offer my help to anyone who wants to maintain ne properly; if
that turns out to be nobody, it should be removed from the archive
anyway after some time. It's not like there's a shortage of text
editors in Debian.
