Bug#465690: Adopting tkabber package

I would like to adopt this package.

I have no prior experience with maintaining packages in Debian but I'm 
participating in the development of Tkabber since 0.9.8 and became one 
of its "official" developers since 0.11.0.

I'm a debian user since Debian 2.2 and administrator (at work) since 3.0.

Sergei Golovan (sgolovan at debian.org) who is the upstream maintainer 
of Tkabber agreed to sponsor my maintenance of tkabber package, but I 
surely have nothing against you being my sponsor if you agree to hand 
this package over to me.

My first task will be to upgrade the package to the next upstream 
release 0.11.0 which occured on 8 June.
