utmsmon controls and monitors wireless mobile network cards that use
ETLAs such as GPRS, EDGE, WCDMA, UMTS and HSDPA. It handles PIN codes,
operator choice (roaming), signal strength, network statistics and the
sending and receiving of SMS messages.
