Linux manual pages translated into Czech.

https://bugs.launchpad.net/ubuntu/+source/language-pack-cs/+bug/130377
includes a request for a package of Czech manual pages. I don't speak
Czech so I wouldn't be very good at maintaining this. Perhaps a
Czech-speaking developer could do so?
