I think there is a misunderstanding.
The libcgi-perl package that was just removed[0] is not what you ITP.

What was removed contained:

/usr/share/perl5/CGI/BasePlus.pm
/usr/share/perl5/CGI/Form.pm
/usr/share/perl5/CGI/MiniSvr.pm
/usr/share/perl5/CGI/Request.pm
while the CGI.pm CPAN distribution contains
CGI
CGI::Carp
CGI::Cookie
CGI::Fast
CGI::Pretty
CGI::Push
CGI::Util
these are also included in the stock perl-modules package, although a
slightly older version.
Reading the Changes, it looks like the newer version is good to have,
so I have no objections. Perhaps the package name should be changed
though. libcgi-pm-perl? Debian once had this package, now long gone.
