Bug#483064: O: tla -- GNU Arch revision control system

I intend to orphan the tla package. The reason is I'm in process of
stopping using it in favour of a more robust and capable GIT. Arch is
a stable and a significant improvement over CVS and similar, but GIT
seems a similarly significant step forward.

If someone is still using tla and needs it functional, please adopt
this package.


The package description is:
 Arch is a modern replacement for CVS, specifically designed for the
 distributed development. It supports development on branches,
 distributed repositories, changeset-oriented project management,
 and of course, file and directory renaming.
