With kernel 2.6.24 file capabilities are available and the semantics of CAP_SETPCAP has 
changed to not being able to change capabilities of other processe. 

To be able to use the file capabilities, libcap2 from [1] is needed, what seems to be the 
successor of libcap1. It includes the library, tools for manipulating file capabilities, and 
a PAM module. All tools have man-pages. For a guide to use the new file capabilites, have a 
look at [2].

If possible please consider updateing to libcap2. If you need help, I'd be glad to help you. 
Maybe libcap2 should be a set of new package; I have not investigated backward compability.
