That page shows compatibility with ircd-ircu 2.9.x using the p9
protocol.  That is at least eight years old (ircu's current CVS
archive does not go back far enough to show any 2.9 release), and the
p9 protocol is not supported by the version of ircu that is currently
in Debian.  A quick glance at both the 5.0.61 and 5.1-pre1 source code
for ircservices shows that it still uses p9 rather than p10.
