PHP5 has an internal timezone database, which is subject to all the problems
with timezone data that plague glibc and perl.  Currently it is causing
problems for users in Brazil, Australia, and probably other places too.

Please package the timezone data into a separate package, so as to have it
properly up-to-date in volatile.debian.org (for stable), and also send
updated packages to proposed-updates (for stable).

One possible way to do this is to properly package and support an external
timezone database for php, which can be found at
http://pecl.php.net/package/timezonedb
