ITA: secpanel (bug #317063)

I intend to adopt the orphaned package secpanel.
secpanel sources and even binaries packages (included Debian/Ubuntu) are present at :

http://themediahost.de/secpanel/

So is it worth to proceed the adoption of secpanel because of .deb package availability outside debian repository ?
However I would like to proceed to participate (even in a modes way) and to learn debian maintainer process.
If so, my work will be to 'debianized' latest sources to produce package to be included (via debian mentors) to the debian repositories. Correct ?

And so my first step will be to emailsubmit@bugs.debian.org with an ITA (Intend To Adopt) ?
(already done few months ago with first packge sent to debian.mentors but it seems I lost the thread as I moved country and lost some email addresses use during the procedure)
