Yes, you can remove the "Not for any commercial usage." part, but not the GPL license. It was to avoid legal problem with the official mo3 tool, since my work is based on reverse engineering.

Remember that my open source version is not capable to convert a mo3 to a original module: it is only a library to write such converter and demonstrate the file format.
