It is shipped as a library which can be used by music players (a plugin for xmms exists, and a plugin for libvisual exists, a client for jack exists, etc.). ProjectM uses OpenGL for hardware accelerated drawing and blitting. The purpose of packaging the projectm library is to support an optional dependency in src:audacious-plugins, although other people could package the various media player plugins they also provide.
