We (the Debian Octave Group) are planing to release the latest release of
Octave (version 2.9.15) with the package name octave3.0.  Octave 2.9.15 is
considered to be the release candidate for 3.0, even though it contains 2.9
in its version number.

We hope to get the package earlier out of the NEW queue, such that there
will not be a big delay between the actual release of 3.0 and the time when
the new packages enter unstable.
