Description : Throttle is a bandwidth limiting pipe. It copies the standard input to the standard output while limiting the bandwidth to the specified maximum rate.

Throttle is a bandwidth limiting pipe. It functions somewhat like 'dd', copying standard input to the standard output. However, it also has the ability to limit the
bandwidth to a specified maximum rate (e.g., 1 Mbps).
