Bug#350770: Additional notes on trac-hacks IPP

I would really like to see the mentioned trac plugins to be packaged.

I'm especially interested in trac-wiki.el for which I maintain an
unofficial trac-wiki-mode package (see #419510 on elserv which contains
an old and unmaintained version of xml-rpc.el, for which the current
version 1.7 is needed by trac-wiki.el).

Modifications proposed:
      * rename the package to 'trac-plugins' which IMHO describes the
        contents better
      * maybe also add a new package 'trac-macros' for installing the
        macros from trac-hacks
      * add XmlRpcPlugin (see note above)
      * add trac-wiki.el (or maybe package it seperately because it's
        very emacs-specific)
      * find a solution for dealing with webadmin, because it's not
        maintained on trac-hacks.org but on trac.edgewall.org and will
        be integrated in trac 11
