Bug#390220: O: libcgi-session-expiresessions-perl

I no longer have the time to look after packages, so this means that
libcgi-session-expiresessions-perl should be given to somebody who
does.
It would suit the Perl team if they were interested in it, or a new
maintainer - there is little work involved in maintaining the package.
