klcc is part of the linecontrol-project. Other parts like
linesrv or xlc are already packaged. 

it let a user to start and stop an internet connection on
a masquerade server which serves as a gateway for multiple
client machines. The connection won't get killed until each
client told to do so, had a timeout or has been terminated.
