This would be a useful module to have, it's designed for cases where the
url being accessed was provided by a possibly untrusted third party, and
avoids tarpits and avoids hitting local (ie, firewalled) internal urls.

An example of use of this package is by Net::OpenId::Consumer, which
recommends using it instead of LWP::UserAgent, since the user who's
logging in with openid provides an url.

(I don't yet plan to package it myself because I'm a) lazy b) feel the
perl module team would do a better job than I and c) am planning to make
my code try to use it and fall back to LWP::UserAgent.)
