The orginal ITP provides a link to the web page where you can find download

There's also a website at kde-apps:

QShaderEdit is currently under development, and although it's already useful 
to final users, I think it's very early for wide distribution.

My intention is to make it part of kde4, so packaging efforts might be in vane 
if it's finally integrated in kde.

However, if there's still interest in packaging this, I'll be happy to provide 
help and assistance.

I assumed that the author of the ITP has already packaged it or intended to do 
it.
