Bug#385349: ITP: bazaar-webserve -- allow a bzr branch to be accessed via the web

I have something pretty basic at the moment, but it's certainly not
ready for upload (no copyright file for a start).

I have spoken to the developer, and he says he will make releases,
starting one for bzr 0.10 which is due out soon (tomorrow). 

His next release will include proper copyright/license information which
will allow me to finish the package off.

I slowed my work because of this, so the package is still a little raw.
I can let you have an experimental version now though if you would like.
